We are extremely pleased to welcome you, neural network researchers from China and all over the world, to attend ISNN 2008 in beautiful Beijing in its best season. Thanks to the successful Summer Olympic Games, Beijing is also becoming one of the most pleasant congress cities for holding international academic events. We believe that you will enjoy this symposium both from the perspective of neural network research and the perspective of the Chinese culture.
This year, Neural Networks remain one of the most active research areas, along with the increasing research efforts on cognitive systems, brain science, and numerous real-world applications.
In the USA, Europe and China, a series of large research initiatives have started in Neuro-IT, brain-inspired perception and action, and cognitive systems. Recently, methods of neural networks have become one basis of learning, adaptive pattern recognition, modeling and control.
Modeling of natural neural networks is also one of the most important tasks of analyzing the human brain from the systems point of view. The extension of neural network methods to cognitive systems, the interdisciplinary
merging with robotics, control, pattern recognition, machine learning, parallel processing of multimodal data, human-computer interaction and complex systems will generate an enormous range of research topics and potential applications in almost every field.
Thanks to the hard work of the Program Committee and the Organization Committee, this symposium will provide you with a very good program. Four excellent plenary speakers will introduce you to the frontiers of networks research and applications, and will help you to identify important
future research directions. The panel discussion will answer the questions you might have come across in your research and/or learning.
The venue of ISNN 2008 is in the center of the "Golden Academic Triangle" of Beijing: Tsinghua University, Beijing University and several major Institutes of the Chinese Academy of Science.
It also located just between Zhong-Guan-Cun and Shang-Di, the Chinese "Silicon Valley". Therefore, you can experience the campus atmosphere of the two top Chinese universities, as well as the rapidly developing Chinese IT industries during your stay at the conference. On the other hand, this symposium will definitely contribute a lot to the globalization of research and teaching in China in addition to the enhancement of the research horizons of the symposium attendants.
The Lake View Hotel is within walking distance of the Park of the Yuan-Min-Yuan Ruins and a short drive from the Summer Palace and the Olympic Parks. We hope ISNN 2008 will be a memorable event for you, just like the Beijing Olympic Games have been for the Athletes around the world.

Following the successes of previous events, the fifth International Symposium on Neural Networks (ISNN2008) will be held in Beijing, which has been the capital of China for about five hundred years, and is now one of the largest international cities in the world.
Nowadays, as the cultural, educational and high-tech centre of the nation, Beijing possesses many world-class conference facilities, communication infrastructures, and hotels, and has successfully hosted many important international conferences.
In addition, Beijing is an ideal place for sightseeing. Its rich culture and historical attractions such as the Great Wall, the Forbidden City, the Summer Palace, and the Temple of Heaven will provide participants with unique portunities for social activities. Besides, the 29th Olympic Games will be held in Beijing during Aug. 8-24 and the Paralympic Games will be held during Sept. 6-17.
You are cordially invited to witness these great feasts. We will organize participants to visit the Olympic venues during or after the Symposium.
All submitted papers will be refereed by experts in the field based on the criteria of originality, significance, quality, and clarity.
The authors of accepted papers will have an opportunity to revise their papers and take consideration of the referees' comments and suggestions. Papers presented at ISNN2008 will be published in Springer Lecture Notes in Computer Science (LNCS) and will be indexed by EI Compendex.
Some selected top papers will be included in special issues of several journals.
ISNN 2008 Program Committees also solicit proposals for special sessions within the technical scopes of the symposium. A special session proposal should include the session title, a brief description of the scope and motivation, names, contact information and brief biographical information on the organizers.
Potential organizers are invited to enlist five or more papers with cohesive topics to form special sessions. Papers submitted for special sessions are to be peer-reviewed with the same criteria used for the contributed papers.
